What do you mean they would have nothing to defend themselves with? They already have guns don't they? If such a change was to happen then a few changes to the rules would need to be made to balance things out such as heavies being allowed to have their miniguns spinning.

I'd say casuarina is the most rebel friendly for similar reasons. If you're a sniper and you manage to get ammo it's pretty much over for the guards unless you can't aim. As for the least rebel friendly I'd have to say chretien due to the layout with basically nothing to hide behind.
