Based on the fact that this player is supposed to be permanently muted already, and is using the outage to avoid the punishment some other form of punishment may need to be placed since they can no longer be muted further

Im having technical difficulties with campus internet right now and when I was ingame, but I have a few demos which if I recall correctly should cover this ive been joining and leaving a lot trying to address the issue. so most are less than a round.

since he was perm gagged and not muted il slap a perm mute on him with a ban just to add flavor
