My clip here starts by just barely missing the warden fully stating that the game ends with 3 reds alive.
Even if someone missed this order, they should have been able to hear two blus saying stop the game (implying that all reds are no longer kos)
This just came down to a blu simply not listening. Which is something theyve had problems with in the past I have heard.
