Could you clarify when you warned him? Because these two messages are the only examples of ghosting in his chat history and unless you warned him clearly within the seconds between those two messages I don't see a reason top punish him on a one off.

With no concrete evidence of you warning him, I can't really gag him for giving 2 hp callouts in the space of 10 seconds.
