"Some" ideas for existing hales since they're lacking just a bit of the existing nuance that they should have:

Ass pancakes:
  • New ability: Whenever Ass pancakes kills someone he creates a server wide knockback ability that deals 15 damage and pushes back people by a force of 1000
  • On rage: throws down his... Warhammer of Zillyhoo, and creates a earthquake machine Zillyhoo that knocks people around for 10 seconds

Blightcaller:
  • Teleport: Range changed from 2500~? to 1000, cd from ? to 8.5 seconds
  • On rage: additionally gets a crusader's crossbow with a clip of 4 that bleeds, marks for death and crits whenever it would minicrit
  • New ability: Maniac mode | Uses reload key
  • he switches weapon that grants 20% extra movement speed, plague mannpower and a bleed that lasts for 4 seconds
  • General: damage force reduction from whatever it is to 30%, player health formula reduced by 10%

Painis Cupcake:
New ability:

  • Shovel throw: throws a shovel where painis cupcake is looking, from there painis can either choose to teleport to the shovel location, automatically teleport there once it collides with terrain, or teleport once it expires.
  • Deals 100 damage
  • 15 second cooldown

Handsome Rogue:
New ability:

  • The World: Summons a dead player to your side as the World
  • Deals low melee damage (20) but has incredibly high firing speed (75% faster firing speed)
  • has quick movement speed (425)
  • has higher jump height and can double jump
  • 1250 health
  • Costs 40% rage
  • 75 second cooldown
  • expires after 25 seconds
Ninja spy:
Rage rework:
Loses the stun on rage but gains a new set of stuff
  • Weapon on rage, smoke bomb shooter: gains a revolver that shoots non damage dealing rockets that creates a big cloud of smoke upon exploding
  • comes with a clip of 5
  • Enemy players are outline for 10 seconds when ninja spy rages now
  • Gains a battalion's backup effect and speedboost for 5 seconds
Mlg spy and sniper:
Repurpose them into a duo instead of them currently being independent hales:
  • No longer have stuns when either rages
  • Life loss matrix no longer slows down time but keeps the same duration of the matrix effect
  • +0.75 cd to super jump for both hales
Enerigneer:
Tweak lifeloss abilities and weapon:
  • Life loss weapon now regenerates ammo slowly over time
  • Life loss now spawns an ion cannon upon life loss
  • Ion cannon attributes:
  • 300 damage
  • 625 raidus (say nearly double of that of a rocket launcher rocket)
  • 2.5s detonation time
Demopan:
Near complete retweaking:
  • General:
  • -20% health reduction (to what the formula currently is)
  • -15% damage needed to rage (to what the formula currently is)
  • Charge: 3.5 second cooldown
  • Super jump: 8 second cooldown
  • Weapon:
  • Kills now refill 50% of the charge meter
  • taking damage whilst charging reduces charge meter
  • Rage: Charge trade spam
  • temporarily swaps demopan's weapon that provides the following changes for the next 8 seconds:
  • Charge cooldown: 1 second
  • +2 sec increase in charge time
  • taking damage whilst charging reduces charge meter
  • Kills refill 100% of your charge meter
  • gains quickfix and battalion's back up conditions
  • Gains uber for 4 seconds
  • loses the stun on rage
Mimicer:
  • Stat changes:
  • +1000% cloak regen rate decreased (basically to be a nullifier for regenerating naturally)
  • +25% cloak on kill
  • Teleport:
  • Plays a sound on teleport
St. Heffe:
A complete rework in most parts:
  • Rage and life loss:
  • completely scrap the stun plus self stun on rage and self stun on life loss
  • Rage: this is quite big
  • The entire map is covered in a white fog for the duration of the chanting
  • God's wrath: for the duration of heffe's chanting, players will be randomly struck by lightning every 2s for 50 damage
  • Beings of god: Heffe summons 3 Yellow angel heavies that couldn't jump but continuously move forward and damage anyone that get in their way
  • 400 health
  • Deals 40 damage to anyone that they touch
  • 340 movement speed
  • General:
  • Keeps the smite ability
  • now deals half as much damage
  • stuns for half the duration
  • Life loss:
  • Now gives a temporary 50 ammo minigun
  • Lasts for the duration of the uber
  • uber length is now halved
  • spawns 25% less beams
Count Heavinch:
Reworked life loss:

  • only has 1 life loss:
  • Life loss minion spawn:
  • spawns shadow thief
  • 2500 health
  • cannot be backstabbed (because it would instantly kill shadow thief)
  • cannot pick up health kits
  • Tweaked diamond back:
  • Shoots rockets instead of bullets
  • Rockets deal no damage
  • 82% clip reduction (1 clip ammo)
  • 90% primary ammo reduction (2 ammo)
  • Regenerates 100% ammo every 5 seconds
  • -40% reloading speed
  • Sharp dresser:
  • +10% movement speed on wearer
  • +100% damage
  • On kill: speed boost for 4 seconds
  • On kill: +250 health
  • +30% damage force reduction
It's a big list, but it's something I see in a positive light, that and just as a general build up to a big kind of FF2 update overall with everything that's already going on, so this should be the end of the suggestions I'll make from here on because I've addressed pretty much everything that could be addressed.

Mainly interested in Ninja Spy, Painis Cupcake (cmon piss cakehole is a literal upgrade), MLG Duo (we do NOT need 2 of the same bosses with practically the same abilities, so might as well make it into a duo), Handsome Rogue not sure what to think about, he's fairly balanced and not sure why he is so underplayed, Ass Pancakes NEEDS it because its such a generic hale and overall boring to fight against.
 
Just going to vote no since I firmly believe everything should be discussed and voted on separately. This is edging a discussion thread more than a suggestion thread
 
Pretty much agree with most of your changes and would suggest that the bosses that are changing are removed until they are ready to be added back after the changes,

and id like to suggest to have a difficulty rating next to boss names to help new and old players to understand what they are getting into. for ex:

The Administrator [Hard]

MLG Spy [Easy]
