I feel like the occasional full admin sending people back to an old map for a couple rounds (when not fumbled) is enough, there are reasons many of these maps aren't on rotation anymore and the novelty of "oh look it's x map but it's an old version" wears off pretty quickly.

(Assuming this is the plugin panda uses) The plugin appears to have an option to disable all of the HHH sound effects. This doesn't fix the round delay but should fix people's problems with the sound effect spam.

Could you elaborate a bit more on what other kinds of problems this could solve with the current system as I'm not sure "retro week" or having chretien playable for one week of the month is enough to justify the frustration players may feel when their favorite map is arbitrarily locked.
