The most important commands used are mat_showlowresimage(cheat protected) , mat_fullbright(cheat protected) and mat_viewportscale.

Sadly, those kind of graphics can only be achieved with cheats enabled(hell, dx8 + 640x480 + a max fps config doesn't even look that bad in tf2)
