As your recordings are not suficient to undoubtedly prove cheating, i quickly hopped on the server to gather more evidence.
I can assure you, this player is not cheating. Looks like they are just wiggling their mouse arround to make everyone think they are cheating.
Also make sure to spectate first person when you want to report someone for cheating.
Third person recordings are usually not enough.
