The red particles are from something called 'toxic' its a mod on that server. So no.

Did he throw it multiple times during the session? If so, is there more proof? We can't really ban him because he threw it once

We can't punish for this anyway. This exploit is common in TF2, on common casual maps I might add. It's not disruptive enough to be game breaking so there really is no point in banning, especially since there is a resupply cabinet literally a second away.
