This is allowed. It's not really harmful at all considering it does low damage if not a crit. Not enough people have really spoken up about it being a major issue. If anything it's a map bug that needs to be patched out in a future patch. If it even can, because if I'm correct, this is a common bug in TF2 maps? As of now, this is allowed. Might change in a future rule update? But for now, allowed.
