"Swearing" is not against our rules. Don't know where you got that idea. I don't even see swearing in these screenshots even if it was. Going through his chatlog, it's very clear those are jokes and not overdoing it. Not even enough for a warning I would say.

If you have evidence of him delaying, that's when you need to make a report with video footage (aka, a demo or a video file) of him actually delaying the round. Otherwise, nothing we can do.
