  I want to believe that the reds that were "already finished" (even though I said don't start) were rebelling but it was hard to tell neither did I get confirmation from my guards that they were rebelling(although they weren't outside to kill the rebellers woo) so I am still just going to self report with the clip I have in case I did actually do something wrong there.

Feels odd that you are reporting yourself. Reporting yourself is a kinda gray area in our rules, but looking through the video, in chat it shows all the REDs who were killed by your rocket had rebel status, thus you did not freekill anyone. I will not be punishing you. But in the future, as a tip, I recommend being careful with using a rocket in a group of REDs so you don't end up accidentally freekilling for real in the future.
