I agree with the offensive language but is there any proof of the scamming taking place in steam conversations or screens of the trade?
Also reporting a scammer would be better directed at steamrep.

I already reported him on steamrep; I lost the proof since my game crashed and I lost all game chat as well unable to screen shot it myself.

If you've reported them to steamrep that's good, if they find the evidence valid enough they'll mark him/her as a scammer and then he/she will be permanently banned on panda community automatically.
