When you look at it like that, then its just him saying "Shut up anyone who isnt Hispanic" which is still offensive to some extent.

I really don't see how an admin should punish a player over one simple act. I mean it's literally the only thing he said on the server. If the act were to continue, then maybe that's when an admin has to intervene. But all things considered, it's not that worthy of a gag.
