Hey Charlie a tip you could use to report a player is you can add their steam id instead of their steam url. Also you could next time record a demo as well for evidence.

Charlie, another word of advice, they can see the chat log full of /calls, but try to record demos so you have solid evidence of rocket stealing. To do this:
type in the console : record rocketsteal
then type: stop
Once you have the evidence of the offense. You may attach the file to the claim, its better than a worded claim.

If you don't know how to record a demo you can search it on google, though the post above explains it, the file is usually located in C:\steam\steamapps\common\team fortress 2\tf\ with the name you set it as.
