This is mostly about making an unwritten rule, a written one.

"DR stands for “death request.” A DR is given to the last non Rebelling Prisoner as a way to end the round."

Walking around delaying for two minutes isn't a way to "end the round" in my opinion, and seems to go against the general anti-delay ethos we carry.
Be the same as if a Red chose to stand in place for 2 minutes, we would deny that as an attempt to move the game on and prevent needless delay.

For most Regulars, we shut down needless delay Death Requests, but like I said at the top it's as of now just an 'unwritten rule'.
What comes to mind as an example is Miami, where a Red might spend two minutes picking up money as their DR.
So here is the proposed change;

Current Rule:

"DR stands for “death request.” A DR is given to the last non Rebelling Prisoner as a way to end the round. Unlike LR this does not require the warden to be alive and a person receiving a DR could be a freeday for example.
A DR must take a maximum of 2 minutes starting when:
  • The moment a red receives last request
  • Or for when freedays are the last non rebelling reds"

Proposed Change:
"DR stands for “death request.” A DR is given to the last non Rebelling Prisoner as a way to end the round. Unlike LR this does not require the warden to be alive and a person receiving a DR could be a freeday for example.
A prisoner has a maximum of 2 minutes to complete a valid DR. A valid DR directly results in the Red's Death. This includes doing a minigame, slaying, or dying by some other direct means.
The Warden may set a reasonable time limit to state a valid DR if the DR recipient is delaying.

The Death Request's 2 minutes start when:
  • The moment a red receives last request
  • Or for when freedays are the last non rebelling reds"

I do however want to note that 2 lines within your suggestion contradict one another:
A prisoner has a maximum of 2 minutes to complete a valid DR + The Warden may set a reasonable time limit to state a valid DR if the DR recipient is delaying
The Death Request's 2 minutes start when:
  • The moment a red receives last request
So once the LR is given, the DR timer starts according to the rules. Your suggestion wants to have the DR timer started once a valid DR is stated.
Because those 2 contradict, I would suggest that the last part be reworded too not to cause confusion.
The alteration I had in mind to support your suggestion:

The Death Request's 2 minutes start when:
  • The moment the last request red states a valid DR within the timeframe given by the warden (minimum of * seconds)
Still voting yes but just want to point this out.
 
@Musisphaera , I'm not sure where you read the contradiction?

From my perspective, all it's saying is that the prisoner has a maximum of 2 minutes to complete their DR, which starts immediately once the prerequisites are met. However, if the RED is delaying, the Warden can give the RED a time limit to state a valid DR. To be honest, it's something I do fairly often.

Example (?):
- RED gets LR, DR timer starts. (2:00)
- RED has chosen their LR but doesn't state / indicate their DR for over 20 seconds. (~1:30)
- Warden gives a "please state a valid DR by X" order. ("Please say/show DR by" ~1:15)
- RED either complies or die.

@Nergal Nergalton , lol, I don't think so. Unless the BLU slays as demanded the RED is still KOS for hitting a BLU.

Yeah pretty much what was said above by Kyuuna.

The Maximum time a Red has to do a DR is two minutes.
If the Red(s) choose to meander THEN the Warden can set a reasonable time limit to STATE a valid DR to move things along.

isn't this the current rule, dr is 2 miniutes from the last non rebelling red existing or dying? Wouldn't this make the dr rule less tight? by making it from lr given?

Not really, no; it actually makes it tighter. It adds another layer to the definition of what is and isn't allowed as a DR.

Current rule says that REDs can do whatever within 2 minutes without any need of communicate what they want their DR to be, it also doesn't specify that the RED has to die from it. New ruling does mention both of these as well as adding an anti-delay to it by stating that the Warden can ask the RED to say their DR within a set timeframe ("Please state your DR by T minus 30" for example) and that non-compliance will result in death. The prerequisites for DR have not changed.

The reworking does, however, implies that DRs like gambling in Cargo, money gathering in Miami or accomplish the round ending secret on Galaxy (even though it sort of leads to the RED's death) would no longer be allowed, unlike the sort-of-but-not-really-but-yes gray area that it is now. As far as I understand it at least.
