Before I begin my big yap, wanted to emphasis that as of when this post was made, the likelihood of Miami being removed is very low, I also got permission from @Madact for this, and I'm basically stealing @Semicolon Backslash idea to see if folks are actually interested with these change propositions to the map.
Including everything that Semicolon said, I will be suggesting that we implement each of the possible fixes listed by Semicolon (minus the removal of the money system, which would ruin the soul of the map). Percentages and specific numbers, I believe, should be handled by the admin team itself. If not, I believe this forum post would become a battleground trying to argue over numbers.
The only thing I will be "hijacking" would be the disable/adding limits to !givemoney. I personally just don't want to split the vote on that to three different options, and I'd rather just disable it entirely.
Do want to specify, that if you dislike the map, cool! You like the map? Even cooler! Put your vote on the other suggestion here.

Money on kill encourages blues to be more strict purely to get more money.
Loud Horn is just loud, I personally don't care for it but I know it can be a bothersome since it can't be toggle for the player.
Money Persistence is a cool concept. Would encourage reds/blues to use their money sooner rather than to horde it all.
Removing !givemoney would be awesome! It means players no longer can just spam give someone money to cause a failround every round.
Reducing the money around the map would be interesting. I have no opinion on this purely cause I'm not a RED player to know how much money *even* is on the map to begin with.
