In Jailbreak, when the round begins, warden has only half HP. Yes it is not problem go for heal but it is unnecessary delaing at the moment when warden must give orders...

That happens when you're not a soldier and you become a warden. You're forced to change class when you become a warden, but you'll have the same hp as the class you were before becoming a warden.
So let's say you're a scout, the round begins and you become the warden, you'll have 125 hp. If you were and heavy before becoming a warden, you'll get overhealed to 300 hp and slowly going back to 200.
