Declined [jailbreak] theater poll change (1 Viewer)

I've seen it work with low player counts, but like. At the end of the day I would rather not force everyone to vote as that forces use of the /vote command. (shouldn't be required) and also it's just so easily griefable.

Piggybacking off of this, it is a useful tool during low pop but any other time I could see this just causing failrounds or no one dying.
