This is the rules on it. Honestly because its not flat out Pornography i doubt there is much to go for, i would say it follows the "Sexual" and "Inappropriate" parts of the rules (Also the reason why i even decided to try and make this report) maybe less on Sexual but i still find it very inappropriate and i did see a few others attempting to cover the image up (myself included)

Honestly it doesn't really seem to be breaking the rules if you ask me as it does not show nudity. It is sexual oriented but it's not just there within the rules.
