He wasn't helping the warden this round and in previous rounds, denying orders to help and doing secrets with other guards.
This is the only clip I could get so far, ill will try to get some more.

sorry about it being fast, there's a clip limit on the attach files insert on panda so I gotta speed it up sometimes, but in this clip, the warden has 2 guards near him at Bobby while earlier and currently in the round, Raptor was doing a secret with a fellow gaurd.

Not sure why you didn't also report the scout who was with the delaying engineer the entire time.
