Hmm, tough one.

I'd say that, as it is TDM and not very serious anyways, provided that it is outside of spawn, it is okay for a little while. Outside of spawn because the enemy team should have the chance to join in or disrupt it at their leisure. If the heavies just sit in their spawn the enemies have little left to do.
