Relatively normal mouse movement constantly kept turning incredibly stiff and bot-like while scoped in.
Barely any change in this pattern throughout the minutes of spectating I've done, which is why I stopped at around 40 seconds of footage.
Forgot to do the status command, but the rulebreaker is a frequent and well known long-time player on this server.
