Suggestion 1:
How about making disable Friendly fire first 60 seconds when the round begins ?
After 60 sec (cells are opened) Warden could turn on Friendly fire...
Because a lot of people as Warden (dont know rules or i dont know what) turn on friendly fire without orders and then retire...
Suggestion 2:
Remove option (turn on FF) from the list what Warden have when the round begins.
Remains only command to chat !wff (will be less chance that someone turns FF on i think)

Because it is very boring when first man play example spy (low HP class) and he is in cell with heavy or demoman (high HP) ... This class then dont have chance to play...

Yes, I thought something like that :)
example 60-65 sec. after the round begins, because after 60 sec. open cells :)
 
That could work but some wardens start the game with "kill your cellmate" order so that kind of delay wont be ideal.
But I'm just giving ideas now.
 
I don't see how the first suggestion would make any difference. Prisoners would kill eachother anyways.
Second suggestion would just bring up a gigantic uproar about Cellwars and such.
