Didnt see the clip but i was on the Server, yes he camped for a bit but stopped delaying and commited suicide into the cliff as he was low hp and hasnt camped once since then after the warning.
I wouldnt report someone for doing something once, if they kept doing so and didnt listen, feel free to report the player

Then i would recommend to gather more proof than one simple clip where he clearly stopped delaying, if you see someone delaying always start recording to see if he continues doing so and then reporting them, perhaps get screenshots of the Chatlog where people have warned him https://hlstats.panda-community.com/hlstats.php?mode=chat&game=tf55

Well, Rosen didn't really stop delaying after that warning, he just continued running around the map until he jumped off the cliff at the end. Some might think he was just trying to get behind the last player to "ambush them", but I think this was just pure delaying.
