This only benefits the rulebreakers and no one else, I asked a member of staff and the reason for why that rule was put in place was because it was a measure for afk wardens or ones with no mic.
It would be better if the warden has to give an order before 9:00 instead of giving it before cells open, which would get afk wardens as well as not benefit rule breakers.
Also, cells auto-open at 9 anyway and the cells shouldn't even be open before that, once again it only really benefits rulebreakers.
It's frustrating as hell for everyone, especially the warden that wasted a force on a freeday.

Just a few questions so it's clear:

The round starts and the warden has until 9:00 to give an order otherwise it is a freeday?
If a guard presses the button before the 1 minute mark , they are still rulebreakers for pressing the button without warden's permission but it doesn't turn into a freeday until the timer reaches 9:00?

If someone does press the button and the warden is afk or whatever else that stops an order coming out, what do the reds do during that first minute? Do they run around until an order is given? Are they allowed to leave cells?

Here's a situation to to think about:
The warden opens the cell doors and says nothing. If reds are allowed to wonder around during the first minute, they could be half way across the map but then suddenly the warden gives the order 'all reds to the red line and afk freeze' before 9:00.
Warden has not broken a rule and all reds would run back. It's actually a perfect play to get rebellers the head start. But then would those reds that take a while to get back to the red line because they're so far, where is the boundary that they are then KOS for delaying? It could take them 50 seconds to get back to cells.

The suggestion would also stop wardens that are from other communities who come on, open cells and then give their orders only to be screamed at 'OPEN CELL DOORS BEFORE ORDERS FREEEDAYYYY'

Just a couple of questions to confirm and situations to think about. Any other situations with the rule change are encouraged to post!

Yes

Since there are no orders I guess they could do whatever they want?
Maybe you could make it so that reds have to stay in cells until 9 and if they don't they're kos, similarly to how SG gaming makes reds afk freeze for a little bit after warden dies? But I don't really have a proper solution for this, either way, it is miles better than not having a proper round.
This only happens because of someone breaking a rule and while the situation you described is awkward and totally reasonable, it is not nearly as bad as a full freeday.

That's still against the rules, right? Under the "The Warden must actively give out orders and not purposely delay the round." not giving orders for a whole fifty seconds intentionally letting reds run around to disrupt the round.
Either way that's the warden's fault and not necessarily the rules fault? Troll wardens are the problem here IMO.
A troll warden can do HG and then sit in a place where they can easily get killed and thus die and do a bunch of other trolly shit while not breaking any rules, its kind of inescapable if that makes sense, not really an excuse not to change the rules considering how much of the positives you get.

These situations do sound awkward but it's not nearly as infuriating as a freeday and it's only a consequence of what people shouldn't be doing in the first place.
This helps salvage rounds and it's overall a good thing and I don't understand why people would prefer how it normally is, some epic troll wasting people's time.

Honestly I think it would be the best to do something like "If warden doesn't give an order and cells are opened, you should stay in cells until 9:00"
Which is really lame, freedays for all are rarely chosen and it's fairly rare for it to happen often. If it does wardens usually give that order and the offender is banned. I don't think this needs to be a change as it will only hinder reds who want to rebel and it's hard enough for them anyways.
