its just scroll wheel bhop command
alias bhop "+jump;-jump"
bind mwheelup bhop
bind mwheeldown bhop

This doesn't work in TF2.
Besides, normal scripts/binds or macros can't reliably do tick perfect bhops.
It's obvious you were using cheats.
