However, onto the punishment. This player is a well-known breaker of the no-stealing rule whenever Admins aren't on, and even whenever they are. And the evidence is here that he was indeed attempting to steal; even if it wasn't successful, attempting to steal is still against the rules. Since this is the player's 1st ban, he is banned for 12 hours.
