Judging from his chatlog it doesn't seem like he insults in any way seriously. From what I've seen it's all just spam and/or things that are gibberish. Don't really know if he deserves a punishment for one insult..

He used it as an insult.He insulted a player who picked humilation instead of minigame.As you can see by the chat.
