His name is "Leader of The Ham Gang" (Here's the ID: STEAM_0:1:183308376) (Here's also the HLstats.).
Rule broken: Insulting.
We were in the Panda NY Trade_Minecraft_Neon map where this kept happening. He would first go scout, stay at a distance to shoot me with the Force-A-Nature. Once I start to shoot back or rocket jump to reach to him, he would then run away to drink bonk, run back inside, the insult me about how I am not killing him. Later on, he goes spy with the dead ringer and would do the same as he would as a scout. In some cases, he would use the cloak and dagger and insult me about how I am not killing him again, this time the threats getting deeper. This has been going on for quite a while and every single insult just kicks me down hard since I have an emotional swing when things don't go my way, or whenever I get insulted for something that would have been an easy task to complete.
Sadly, I have only one screenshot, but it will do for this report.
