Just for clarifications of some things.

1. Is healing a hacker/ script user considered griefing ( I heard it counts but wanted to confirm).

2. The question still of "afk taunts" and if you get out of your afk taunt and re-afk taunt does it count as "afk" ( either in general or in a game/ doing an activity)?

3. Similar to question #2, but with swapping weapons when you're suppose to be "afk". I already think that it's lenient though say if warden adds class restriction when one is suppose to be afk or in a game.
EX:
Warden: "Go to jeopardy and afk freeze/ afk freeze behind your own player podium."
Warden: "Spies, medic, engies, and soldiers( some degree pyro and heavy), can have their melees out."( if warden doesn't say they don't have to afk freeze then that's a different story)

4. Does building a sentry in front of the spawn counts as blocking the area/ an offense to be reported( I had a few instance awhile ago, but I couldn't/didn't report because I joined and the sentries spawn camping were easily killed and one where it was use against a hacker because they disliked that they were using hacks)?

5. If stated, " all class restriction applies" does the warden have to state said class restrictions instead of trying to just "wing it"? ( I think that's true? I heard a bunch of regulars say that and just want to confirm).

6. Could we try to get something to help warden with over talking rather than having the warden say blues/red off mic for (xxx time). Say something like, don't talk when warden is talking or something( idk how far this will get).

1 Yes, you're aiding a hacker with his griefing etc
2 You would still be AFK if you re-taunt if Warden said AFK
3 No, you wouldn't be surprisingly, JB is retarded. So no, switching weapons is not AFK unless warden says to change weapon
4 I'm assuming you're talking about trade, putting a sentry infront of spawn is allowed. It's legit specified in the rules.

5 Warden has to specify class restrictions as what the class restrictions are..are not specified anywhere
6 It's called active admins that mute people for overtalking

As for blackhat yeah that's not all right so I've put him up for a teamban.

If you don't mind me saying, it's interesting. I believe the reason why you killed fr0 was because he re went back into what could be classed as an AFK taunt? So far I've been thinking that's allowed multiply times because it's class as AFK even though you keep needing to press your taunt key for it.
Generally interesting but I feel maybe making jailbreak too strict. I get it, fr0 keeps contractor glitching and everybody wants their points but if you killed him or not 'a rebeler is a rebeler' I generally wouldn't think he would be. That's my opinion on what happened. Thing is people will ask 'so hey is he freekilling' well no not really cause he has a point. Re-entering an afk taunt requires you to hit the button yet again. I'd only see it standard if the person got freehit out of the taunt.
It's like people kill me over switching my weapon from melee to medigun. Not exactly fair but technically they are in their rights to do so. What I do fear though that I've seen yesterday is over-evaluating what innocent actions could mark someone as KOS.

Adding to what Husky said:
No. The blocking rule only applies to teleportation areas such as the cake room teleport. Essentially as long as you're theoretically able to slip through as an invisible spy it doesn't count as blocked.
 
Just to add a bit, you're actually allowed to give the order "don't overtalk warden" aslong as it is clear, you may kill anyone who overtalks you. Try to make sure you kill people who actually overtalk you and not the ones who accidentally talk at the same time as you because that happens all the time.

I think it's implied that they have to state the restrictions.
