I always asked what is an IDLER and.... i recive no answer...
Can someone help me?
I found a lot of these servers and i dont know what to do...
And... last question... WHY DO THIS THING EXIST?

Idling in Team Fortress 2 refers to the practice of joining or creating a server for the purposes of remaining idle in it, and thus increasing playtime and overall chance of earning unlockable items, such as weapons or hats, through the item drop system. The term idling stems from the idea that the player remains virtually immobile during the game, as they wait for the system to deliver items. The community also describes someone who is idling as "AFK" (Away from keyboard). -TF2 Wiki

Well, the item drop system is changed so you won't get items until you accept the current drop.
(basically no more than 1 dropped item at a time)
So now, idling is just AFKing, but you can get a single item though.

"In order for a player to receive an item drop, they must be "actively playing" i.e they meet all of the following criteria:
  • Is connected to a VAC secured server.
  • Is responding to in-game drop notifications while not utilizing external programs to do so.
  • Is running only one instance of the game.
  • Is not in textmode."
