I'm sorry but -for my first time- I have to decline your report: in your demo, the user failed just once.
The user actually failed as Hale and that's true. Also true that he already got banned once for the same reason, 6 months ago (which is, much time ago).
On the other side, he is definitely not a regular (here are his sessions), so surely: nor he has a clear knowledge of rules, neither he has been warned enough times.
Failing as Hale -along with being constantly AFK- is considered timewasting and of course it's against the rules and bannable.
But with this, we go more softly than with other rule-breakings. We can't ban for a single round failed as Hale, we need evidence of at least 2-3 failed rounds.
