Declined [Surf] tf_allow_player_use 1 (1 Viewer)

Surf server needs tf_allow_player_use 1 otherwise many of the maps are broken (telstar in particular), can't access any of the bonus areas.

I'm open to any suggestions to help out Surf. So I'm going to end up just approving this unless somebody wants to say no to this? I doubt anyone will.

I'll leave this open for 3 more days. Maybe even encourage some other suggestion towards improving surf somehow?

Maybe `sv_allow_point_servercommand always` as well, as some maps use that to control gravity.
