I think you're underestimating the brain capacity of an average dodgeball player; it's not that hard to deduct:Because that would most likely cause a ton of odd bug reports that somone couldn't deflect a rocket.

Not sure what you mean by that. If stealing becomes impossible, such information would be rudimentary.In addition to that, we only get notified of the reflect (steal or not) after it has happened. We would have to modify the Dodgeball plugin such as to not create a race condition. That means we'd have to deploy a new version of the Dodgeball plugin.
And changing the dodgeball plugin might be necessary for the slaying alternative as well.
So slaying someone for reflecting someone else's rocket, resulting in him/her not being able to play for the rest of the round is not "too...much"?I believe that Evert's suggestion above although in the right direction, is a little too...much.
