I suggest a 50%/25% Faster roll for donors . What i mean? normally you can roll every 2min But it should be lesser for donors :<

Unfortunately that's not possible with current RTD configuration, timer is handled via single cvar sm_rtd_timelimit and there is no override for certain flags atm.
