I would say to give his flight a charge-based cooldown, such as every 5 seconds he gets 1 flight charge (to a max of 5 charges). If all of the charges are used / the hale has 0 charges left, his rage % is reset to 0%.
His lives are fine, that is what gives him survivability, he's weaker to spies from what I have observed, but that may just be the split life pool.
His smites could possibly get a range nerf, as he is capable of smiting through X thick walls, and is capable of smiting through the ground. Another potential nerf for the smites could be the "per-rage" charge reduction of 3 smites to 2 smites.
This hale gets 36 (I believe) smites per round played, which is more than enough to wipe out all of the players + an additional 12 players.
