I'm trying to enforce the rules of Panda servers, in specific tfdb (teamfortress dodgeball) because im constantly running into people who steal and say "oh why should i stop stealing, there's no admin on". Well im here to enforce Panda rules as an admin

Then you call an Admin. Simple as that. If one isn't online, take a demo, and file a player report underneath the appropriate section of the forums. You don't just become an Admin by saying you want to enforce the rules. There's a template to follow for a reason.
