Perhaps it's a glitch of unknown origin.

I specifically said in the last report to fill out the template.

If this happened as what you say, we'd need a video or demo rather than a screenshot. A screenshot cannot tell us whether or not it's a regular tiny man(20 seconds) or a glitched tiny man.(infinite)
The user you mentioned is not an admin, so we can rule that out. Unless it's forced by an admin this on them to be infinite.
