Maps like dr_steamworks and dr_technoir still get played sometimes, at least from what I saw. I would suggest to not remove these two.

You can beat this map without bhop. I've playtested the map without bhop as a pyro with 300 speed (panda deathrun's default) and I could beat the whole map including hardmode. The only problem that could occur is sv_airaccelerate not being 100 but that's a problem for other servers since panda...

2/3 of the server despises it and 1/3 loves the map. It's best played when the player count is low like in the morning with bhoppers since it's mostly enjoyed by them.

I think a better suggestion would be to remove primary and secondary weapons on certain maps. For example, on Neonoir you can break the whole map if you use either primary or secondary weapon on a certain spot, which has been quite an annoying problem to deal with. Since people who know how to...
