Most maps have motivators and timers built in so I would think it would be better to just disable the timer and only enable it on maps where it's needed.
The map you linked and the VSH version on Panda's FastDL are the same file. They have the same size and CRC value. I don't know why you have a megabyte difference.
You can go ahead and rename vsh_dr_steamworks_extreme_b3a to just have a dr prefix, because they are both the exact same map file. It contains scripts and cubemaps for both names.
If you go with dr_aconian_final, we have a Stripper config on Death Experiments which fixes the design oversights causing stalls, and has some QoL adjustments.

Global round timers configured by the server is surely redundant these days as most if not all maps have their own round timing built in, in the form of a round timer, a motivator or a set minigame length.
I've just checked, and it looks like Stripper:Source is working fine for us. Note that we are using the MetaMod plugin, not the newer SourceMod plugin.
