i read the rules but what is delaying

Delaying means making a round last longer for no good reason. For instance, in VSH the Hale and a player could not fight and dick around; on Class Warfare a Spy could deploy his Cloak and Dagger and avoid all combat; on Dodgeball a player could endlessly orbit the rocket. All examples of delaying.
