Looking at the evidence, there is no way to confirm that it is him.
However, looking at the server chatlog, it is apparent that people were angry at him and were telling him to stop blocking for several minutes, so I think it's enough to ban.

Next time, you should get video evidence for delayers and blockers which shows their name.
