Smurfing is allowed. If hes avoiding punishment like a Gag/Mute then its very epic to report him. Although its rare and you can't tell if hes avoiding punishment unless he makes it super obvious.
Also, did ya just added "smurfing" just that you can make us believe that smurfing isn't allowed on the servers xD
