Since there is (according to google) no other list on the internet, I decided to list all effects and their IDs for commands here.

0 - Godmode (20 Seconds)
1 - Toxic (AoE Instant-Kill Effect / Can kill through walls / 20 Seconds)
2 - Lucky Sandvich (+1.000 HP)
3 - Faster Speed (20 Seconds)
4 - Noclip (Player is still vulnerable / 20 Seconds)
5 - Low Gravity (20 Seconds)
6 - Unlimited Uber (20 Seconds / Player has to be Medic)
7 - Invisibility (20 Seconds / Sentries ignore you too)
8 - Infinite Cloak (20 Seconds / Player has to be Spy)
9 - Crits (20 Seconds)
10 - Infinite Ammo (20 Seconds)
11 - Scary Bullets (20 Seconds / "Scares" players on hit)
12 - Instant Sentry (20 Seconds)
13 - Homing projectiles (20 Seconds / Follows closest enemy Player / requires a projectile weapon like the Rocket Launcher or Crossbow)
14 - Instant Charge (20 Seconds / Player has to be Sniper)
15 - Explode (Instant Death / Explosion does not damage enemies)

19 - Spontaneous Combustion (Sets player on fire / Pyros can get effect but are immune)
20 - Low Health (Sets health to 1)
21 - Drugged (20 Seconds)
22 - Blind (20 Seconds)
23 - Stripped to Melee

25 - Forced Taunt (20 Seconds / kills if equalizer or escape plan is equipped)
26 - Nostalgia (20 Seconds / All colours fade to grey)

29 - Mystery Sauce (applies Jarate, Bleed & Mad Milk to player)
