Rules Broke: Harassing/disruptive behaviour/griefing

I'm Being Friendly. He keep targeting/killing me Even he got a friend medic I didn't do anything I told him to stop He keeps going... Plus I don't know what fat cat saying in voice chat, He speaks Different Language. He didn't speak English.

So i read the Rules.

Killing others isn't against the rules.

I also couldn't find any instance of speaking non-english, only some nonsensical gibberish, around the tick you provided and I'm definitely not going to watch the remaining 30 minutes of the demo to find one.
Feel free to create a new report and provide the correct tick if they did actually speak a different language and it isn't just a single word.
