Can i apply to be admin even tho im perma gagged? Plz i wanna be admin

You will have to apply your gag first before you apply for admin.
Since its a criteria you must follow:

• No punishments of any kind on record in the last 1.5 months

Any admin app will be invalidated.

"Never" seems to be a bit too far-fetched.
Well while currently your ungag appeal will definetly be declined, you will have to wait for some time, maybe a couple years, if lucky depending on the situation maybe just a couple months.
Important is that you start fixing the problems Furken mentioned in your last appeal
