Last time we just messed around with a plugin called PlotMe which generates a world with infinite grass block surrounded by slabs. they were about 50x50.
Also we had WorldEdit which gives you a wooden axe, with it you can select an unseenable region, then you can execute commands to affect that region; (//set, //replace, //rotate ... )
