basically during a rtd day if you roll low gravity nothing changes, im not really bothered by it nor is anyone else (hopefully) but its still a little goofy

This is most likely an issue with how the map forces its current gravity setting which is overriding the gravity RTD. Fixing this would require an update of the map to use a different method of changing the gravity.
