Error Client Disconnect solutions? (1 Viewer)

I have issues connecting specifically to Panda servers and i've never been banned. This has been going on for months now, and I believe i'm soft banned. does anyone know any solutions

Things I've done

Reinstalled TF2
Cleared caches/data
Used steam repair tool
uninstalled and reinstalled maps
connecting from other servers

If anyone has any solutions please tell me

PM me your IP address, you may not be able to find your ban by using your Steam ID, but you might share an IP with someone who has been IP banned before.

does this happen every time or only sometimes? because i get this message if i try to join a server with only one slot open
